Baby formula and breast milk are exempt from the 100ml carry-on liquid rule in the US and all other regions, so screeners cannot confiscate reasonable quantities intended for your journey. You should inform the TSA officer at the checkpoint that you have baby formula or breast milk to declare separately so it can be screened appropriately. Screeners may test the liquid using a separate screening process, but they will not pour it away.
All 14 regions we cover exempt baby formula, breast milk, and baby food from the standard liquid restriction. The exemption applies to reasonable quantities for the journey, which is intentionally flexible to accommodate different trip lengths and feeding needs. Powdered formula has no liquid restriction at all and is completely unrestricted in both carry-on and checked baggage.
In the US, TSA officers may use a liquid screening device to analyze formula or breast milk for explosive materials — this does not require opening the container in most cases. You are not required to taste or open containers to prove they are safe. If an officer asks you to open a container and you are concerned about contamination, you can request alternative screening options.
Keep formula and breast milk in a separate, clearly labeled bag or cooler so you can pull it out quickly at the checkpoint without disrupting the rest of your carry-on. Declare it proactively to the officer before your bag goes through the X-ray. Powdered formula can stay in its sealed tin or pouch with no restrictions, and pre-mixed liquid formula in its original sealed carton is straightforward for screeners to identify.
