It travels exactly like any other common household item.

A standard tape measure produces a fairly recognisable image on an X-ray — a dense metal housing with a ribbon spool — that screeners see regularly among tools and hardware items. It is unlikely to prompt a bag search. A large contractor's tape measure might draw a second look simply due to its size, but it will be cleared immediately.

There is no security reason to check a tape measure rather than carry it on — the decision is purely one of convenience and space. A small tape measure fits easily in a bag pocket, while a large 10m or 30m contractor reel may be bulky enough that checking it with other tools makes more sense.
