Screeners go by the printed container size, not the fill level, so a 250ml bottle that is only a quarter full will still be taken. Your options are to transfer shampoo into a travel bottle under 100ml or to pack full-size bottles in checked baggage.

There are no regional exceptions that allow larger shampoo containers in carry-on. The only workaround that applies universally is switching to a solid shampoo bar, which is not classified as a liquid.
The 100ml liquid rule is enforced consistently and officers do not have discretion to wave through oversized containers. Security lanes use X-ray imaging to spot bottles and sizes are sometimes verified by hand if a container looks large. Do not count on leniency โ transfer your shampoo before you travel rather than hoping for an exception at the checkpoint.
The simplest option is a solid shampoo bar, which is not subject to the liquids rule at all and fits into any bag without taking up space in your clear bag. If you prefer liquid shampoo, decant it into a travel bottle of 100ml or less before your trip. A standard 75ml or 100ml travel bottle fits comfortably in your one-litre clear bag alongside other toiletries.
