A solid stick lip balm does not belong in the liquids bag, and a screener should not ask you to put it there. In practice, some screeners do question it out of habit, and in those cases simply explaining that it is a solid stick rather than a gel or liquid is usually enough to resolve the question. If you want to avoid any interaction, you can put it in the bag voluntarily — it just is not required.
For solid stick lip balm there is no limit — carry as many as you like. For liquid or gel formats, each individual container must be 100ml or less, and all of them must fit together in your single one-litre clear liquids bag alongside your other liquids. If your combined liquids fill the bag, that is the practical limit.
